Hook size and yarn doesn't matter... BUT don' forget to starch or block it. I f you don't it will look like mine. 😉 Best way to do this is to pin it top down nicely on a towel and brush with white school glue to take shape.

Ch 7, ss to the 1st ch to make a ring.
Ch 1, 16 sc into the ring. ss to the 1st sc.
Ch3 and dc twice into the same st (CH3 counts as a dc and we are making clusters), ★ch5 go back to 4th st from the hook ss in it (yes it is a ch3 picot), ch 1 skip 2 st and make a cluster★ into 3rd st. repeat from ★...★ 2 times, ch2 make a picot ch1 and ss to the beg.
ss to the next dc, ch 19 and sc into the 5th ch from the hook. ch 7, dc into the 4th ch from the hook and into the next 4 st. skip 1 st and ss into the 2nd ch.sc1 and ch5 and hdc into 3rd ch from the hook, hdc in the next 2 st, skip 1 st and sc in to the next. sc in next 10 st, hidden ss into the 3rd dc from the first cluster.
Don' forget to starch or block it. I f you don't it will look like mine.
